I can't understand the meaning of the question. I have no problem with understanding written English, so you may ask in English:)
If you mean 'why Korean people is not good at English generally?', the answer is... it's not our language!:D And I think many other Koreans have fairly good English skill. 

Ola, did you watched this on Daekyo Kids TV in 2004/2005/2006 latest (720×486) (nocookie.net) as I was looking for a Korean dub of this partially or found recorded on VHS you have?

No no If you have meant that, you wrote correctly!
I just couldn't have understood the intention of the question. As my thinking, Korea has got only one national language(Korean), so it is natural if Korean people don't speak or write English very well. :)
